新一代水面舰艇作战系统在增强单艘舰艇作战效能的同时,更强调根据使命任务灵活配置,突出其在体系作战中的节点作用。以美海军全舰计算环境(TSCE)、综合海上网络和企业服务(CANES)项目为例,分析国外现状及发展趋势,提出可借鉴美海军舰艇研制的先进设计理念与实现方式,以推进全舰计算环境建设作为作战系统的发展途径,重点是遵循开放式体系结构、构建面向服务的公共计算环境、采用商用成熟技术等。作战系统通过体系规划、顶层设计和跨平台系统集成,使各类水面舰艇有机融合,有利于发挥出海军体系作战的整体效能。
